Mark McDaniel
Chairman

Mark McDaniel, President & CEO, leads our team of 100+ financial experts, innovative thinkers, policy analysts and other professionals at Cinnaire. Nationally recognized for his visionary leadership, Mark has over 30 years of experience in affordable housing, community development, urban planning, and market research. He is a champion for diversity, inclusion and equity both in the workplace and in the communities we serve. Mark’s passion for helping people and communities is infectious. He lives to serve others and to inspire those around him to find their Why.

In 1993, Mark launched the Michigan Capital Fund for Housing, a tax credit fund to support affordable housing in Michigan. Now known as Cinnaire, the organization has invested more than $4.9 billion in community and economic development across a 9-state footprint. Mark has strategically diversified Cinnaire to provide access to permanent debt financing, construction lending, technical assistance, predevelopment lending, real estate development, youth leadership training and title services. Under Mark’s leadership, Cinnaire has been recognized nationally as one of the Top 50 Nonprofits to work for, a Crain’s Detroit Business Cool Place to Work and a Detroit Free Press Top Workplace.

Mark has served on more than 25 local, state, and national non-profit and housing boards. He is currently or has served as a founding board member for Michigan Habitat for Humanity; Michigan Housing Council, past president; NH&RA, board member; FHLB Indiana, board member and chair of Housing Advisory Council; Michigan Community Capital, board member. Mark is the honorary Chairperson and master of ceremonies for the Greater Lansing Area MLK Commission Holiday luncheon, the nation’s largest MLK day celebration.

Chris Potterpin
President

Chris Potterpin, Vice President of PK Companies, is an expert at deal asset management, underwriting and financial analysis. He also has experience working for a regional tax credit syndication firm. Chris now operates the day-to-day business of PK Development and primarily works to identify new development opportunities. He and Pete Potterpin oversee the operations of PK Construction.

Robert Edwards
Treasurer

As the partner-in-charge of Plante Moran’s real estate practice, Mr. Edwards works with partners across the firm serving a broad array of real estate clients. He also specializes in housing and community development, where he works with investors, syndicators, developers, project owners, and management companies to maximize the positive impact of tax credits and other incentives.

Clients appreciate Rob’s extensive knowledge of low-income housing tax credits, new markets tax credits, historic tax credits, and HUD financing. Considered a close partner to many clients, he can draw on his deep industry expertise to counsel them at a high level and provide solutions to complex problems.

Within Plante Moran, he is known for his ability to lead a highly collaborative team of professionals who work in multiple disciplines within the industry. For nearly a decade, he was the leader of the housing and community development (HCD) group, during which time the group grew 400 percent and experienced a significant growth of the team, client base, and service offerings available to clients. The HCD practice distinguishes Plante Moran as one of the few firms to be recognized nationally for its expertise.

Mr. Edwards is a frequent speaker at state and national conferences on financial incentive topics, such as structuring historic tax credit deals and the challenges and benefits to mixed-income and mixed-use developments. He is a member of the AICPA, and the MICPA. He is on the board of directors for Habitat for Humanity – Capital Region and the Grange Acres Non Profit Housing Corporation.

Mark Lockwood
Vice President

Mark Lockwood joined the Lockwood Companies in 2011 after working in the multifamily division of a national real estate brokerage firm. He also worked for City Year Detroit, a non-profit organization as volunteer outreach coordinator and a corporate sponsor public relations ambassador.

Mark has been intimately involved in the financial analysis of the company portfolio, processing acquisition opportunities, and leading development opportunities in his previous role as Vice President of Development. He has experience in processing and closing loans for the HUD 223(f) program and HUD Transfer of Physical Assets process, acquiring affordable and market-rate apartment properties, condominium properties and low-income tax credit and tax-exempt bond financed apartment complexes. Mark has been directly responsible for over $100 million in acquisitions and developments in his time with the company.

Mark currently sits on the board of directors for the Michigan Housing Council. He is a graduate of Albion College, holding a Bachelor of Arts degree in Economics and Management and is also a licensed real estate salesperson in the State of Michigan.

Amin Irving
Vice President

Mr. Irving is the President and CEO of Ginosko Development Company and is responsible for the overall performance and operation of all divisions of the GDC family of companies. Amin oversees the selection of various locations, the preliminary feasibility analyses, the purchase negotiation of projects, landscaping and architectural design, municipality processing and debt and equity financing.

Amin is driven to help catalyze vibrant, socio-economically diverse neighborhoods through housing development. He attributes his passion, in part, to his experiences while growing up as an only child in the Midwest. He became homeless at 9 years old while his mother transitioned between jobs and lived in a run-down motel for a while. As Amin recalls, “The amount of struggle we dealt with just to pay the rent brought serious pressure to not only my mother, but myself. Knowing that I am helping to alleviate that kind of pain, not only in the parent, but also in the child is what motivates me.” He was attracted to real estate development at 18 after his mother’s passing when he found himself in difficult negotiations over the sale of his mother’s home. “The broker thought that I should sell the house for $20,000 less than what I thought it could be sold for; and the house ended up being sold at my suggested price within two weeks. That sparked my real estate drive.”

Amin graduated from the University of Michigan Ross School of Business in Ann Arbor majoring in Finance and Real Estate. He was the recipient of the University of Michigan Achievement Award.

His previous work experience includes Investment Banking in New York City, where he has gained wisdom in effectively and efficiently operating development projects. In Citigroup’s Real Estate Equity Division, Amin conducted various financial analyses for Sale-Leaseback and Synthetic-Lease deals valued over $450 million. Some notable deals include Huntington Bank and Samsung properties.

However, in New York Amin realized that money didn’t buy him happiness and moved back to Michigan where he became an Analyst responsible for turning data into information while working for a Medicaid HMO. He single-handedly found $4 Million in annual savings for a company on the brink of insolvency.

Mr. Irving has served on numerous Boards and Advisory Councils including the Chairman of the Board for both the Michigan Housing Council and the Area Agency on Aging 1-B. Mr. Irving was awarded the prestigious Crain’s Detroit Business Top 40 Business Person’s under 40 years old.

Amin is the proud husband of Tiffaney Irving and a proud father of four children.

Gerald Krueger
Vice President

Gerald A. Krueger is the President, founder and sole shareholder of American Community Developers, Inc. Mr. Krueger has participated as a principal in the development, acquisition and rehabilitation of various real estate properties including over 11,000 multifamily units in 10 states. ACD was founded in 1980 and has been primarily involved in the preservation of existing affordable housing developments and the revitalization of the properties from both the owner's and tenants' perspective. ACD is the parent corporation to St. Clair Construction Company, a general contractor that specializes in apartment rehabilitation.

Mr. Krueger received his undergraduate degree from the University of Michigan and an MBA from the University of Detroit. He is currently an Active Member in the National Leased Housing Association and currently a board member on the Michigan Housing Council.

Joseph Tandy
Vice President

Mr. Tandy is a Regional Vice President for KMG Prestige, Inc. and oversees a portfolio of 2,400 multifamily apartments located in the southeastern Michigan area. I began my career in property management 25 years ago as a grounds person, and now have experience that includes a full spectrum of operations in all programs related to the affordable housing industry, as well as market rate developments.

Mr. Tandy is a member and past president of the Detroit Metropolitan Apartment Association and sits on the board of directors for the Property Management Association of Michigan.

Kathy Makino
Secretary

Kathy Makino-Leipsitz, is a graduate of the University of Michigan – Dearborn with a BA in Economics and is the managing partner of Shelborne Development. Over the past 40 years, Kathy has developed over 2,000 affordable housing units in Southeastern Michigan with a special focus on preserving over 25 vacant/ blighted/ historic buildings in Detroit, bringing life back to over 1,000 multi-family units within the City.

Over the years, Kathy has been recognized with several achievement awards including~ Midwest Magazine Commercial Real Estate Hall of Fame 2017, D Business Magazine ~ Powered by Women Award, Syndicator WNC~ Developer of the Year, Jefferson East Inc. ~Developer of the year, The University of Michigan, and the Urban Land Institute Real Estate Excellence Award, as well as The Wayne County Commission recognized her for her continued dedication to Reinvesting in Detroit. Shelborne’s developments have also been recognized receiving several awards including, Palmer Park Square received LISC’s Most Community Impact Award for the redevelopment of 6 Historic Apartment buildings in the Palmer Park Historic Apartment District along with the Historic Preservation Networks affordable development of the year. Chalmers Square received the Multifamily Executive Magazines Grand Award for National Affordable Project of the year along with the Novogradac award for Historic Rehabilitation with Most Community Impact. Shelborne Developments project awards also include Overcoming Significant Obstacles and Most Creative Financing.

Kathy’s civic commitments and devotion to the redevelopment of Detroit include serving as a board member on the Michigan Housing Council, THAW (The Heat and Warmth Fund), Preservation Action, along with the Steering Committee for LOCUS/Smart Growth America. She also was appointed to the Wayne County Joint Airport Authorities Zoning Board of Appeals.

Kathy lives in Grosse Pointe Shores with her husband Mark; together they have 4 children and 4 beautiful grandchildren.
